Regulations prohibiting any dealing in Opium by British Subjecte.
In the construction of these Regulations the word "Opium" shall mean, and include, every kind, class and character of opium from wheresoever derived, whether crude, prepared, or refuse, and all narcotic preparations thereof or therefi om, and all morphine or alkaloids of opium, and all preparations in which opium or i ta alkaloids enter as ingredients, together with all opium leaves and
wrappings of opium leaves, whether such leaves or wrappings are
prepared for use or not.
No person shall
(a) Import into or export out of China, or any Goncession,
Set ulement,
or Leased Terri tory in China opium, or
(b) Buy, sell, or deal in, opium; or
(e) Enter into negotiations for the sale or purchase of or
other dealing in opium
